Strategic documents adopted in BiH Integrated Border Management

On 2 December 2015, the Council of Ministers of Bosnia and Herzegovina adopted the Strategy and Framework Action Plan of BiH for Integrated Border Management 2015 – 2018. These strategic documents are harmonised with the EU and Schengen acquis and best practices to the highest possible extent bearing in mind BiH’s status of potential candidate country. They are also instrumental for the implementation of the BiH’s Reform Agenda.

The strategic documents are based on the EU integrated border management concept introduced in December 2006. The concept draws upon more effective border and migration management involving all relevant agencies and institutions. It puts in focus the border police and the customs, while all other agencies maintain support function to border control activities. Greatest benefit of this concept is simplification of decision-making process, more effective cooperation and coordination between the participating agencies without violating their individual jurisdiction.

Also adopted is the Annual Action Plan document, designed to be a benchmarking system for monitoring the implementation of the Framework Action Plan every year, the first such step in BiH integrated border management policy.
