Local Integrated Development Project: Public call for local governments

The project “Local Integrated Development”, financed by the European Union, announces a Public Call for the local governments to express their interest in participating in implementation of the project through which they will be supported in preparation of local development strategies, strengthening the capacities to manage the development, establishment and strengthening of partnerships between public, private and NGO sector, implementation of priorities of local strategies and monitoring of development effects. In addition, the project will provide support to the development of micro, small and medium enterprises as well as rural households in selected local governments, contributing to the competitiveness of the local economy and creating employment opportunities. The objective of this call is to select up to 20 partner local governments geographically and economically linked to maximum 4 regions.

The Public Call is open to all local governments that meet one or both following conditions, or find themselves in one or both groups of local governments:

  • Local government was primarily affected by the floods in 2014: Banovići, Banja Luka, Bihać, Bijeljina, Bosanska Krupa, Bratunac, Brčko Distrikt Bosne i Hercegovine, Breza, Brod, Čelić, Čelinac, Doboj, Doboj Istok, Doboj Jug, Domaljevac – Šamac, Donji Vakuf, Donji Žabar, Foča (FBiH), Gradiška, Gračanica, Goražde, Gradačac, Hadžići, Ilidža, Ilijaš, Jezero, Jajce, Kakanj, Kalesija, Kladanj, Ključ, Kostajnica, Kotor Varoš, Kozarska Dubica, Laktaši, Lopare, Lukavac, Maglaj, Milići, Modriča, Novi Grad, Novi Grad Sarajevo, Odžak, Olovo, Orašje, Osmaci, Oštra Luka, Pale (FBiH), Pale (RS), Pelagićevo, Petrovo, Prijedor, Prnjavor, Ribnik, Rogatica, Rudo, Sanski Most, Sapna, Srbac, Srebrenica, Srebrenik, Šamac, Šekovići, Šipovo, Teočak, Teslić, Tešanj, Travnik, Tuzla, Ugljevik, Usora, Vareš, Visoko, Vlasenica, Vogošća, Vukosavlje, Zvornik, Zavidovići, Zenica, Žepče and Živinice.
  • Local government is considered to be the area with the large percentage of returnees and IDPs: Bihać, Bijeljina, Bosanska Krupa, Bosanski Petrovac, Bosansko Grahovo, Bratunac, Brod, Brčko Distrikt Bosne i Hercegovine, Čapljina, Derventa, Doboj, Drvar, Foča (RS), Glamoč, Goražde, Gradiška, Ilidža, Istočno Novo Sarajevo, Kakanj, Konjic, Kotor Varoš, Lukavac, Maglaj, Milići, Mostar, Novi Grad (RS), Olovo, Prijedor, Prnjavor, Prozor/Rama, Ravno, Rogatica, Srebrenica, Srebrenik, Stolac, Tuzla, Vareš, Višegrad, Vlasenica, Zvornik and Živinice.

The applications that do not meet at least one of the conditions will not be considered.

Timely submitted applications that meet at least one of above mentioned conditions will be evaluated by the following criteria:

  • Level of damage of housing sector within the local governance affected by the floods;
  • Local governments with high number of returnees and IDPs;
  • Employment rate in private sector within the area of local government;
  • Number of enterprises per 1,000 inhabitants in the area of the local government;
  • Readiness and motivation of the local government for cooperation during the implementation of the project.

All required documentation should be submitted in one hard copy and in one electronic version (on CD or USB) in a sealed envelope, marked with “Application for participation in the implementation of the project ‘Local Integrated Development’ (LID)” to the following address:

Interested local governments can obtain additional information and explanations by sending questions through e-mail: registry.ba@undp.org. The subject line (Subject) of the e-mail should read “LID – Call for Application”. All questions should be sent not later than 7 days before expiration of the deadline for submission. All received questions will be answered within 2 working days of its receipt. In order to ensure transparency of the application process and explanations made available to all interested local governments, all answers to the questions received not later than 7 March 2016 will be published on the UNDP’s official website.
