BiH Directorate for European Integration publishes call for civil society organisations and other interested stakeholders

For the first phase in the implementation of the sectoral approach in IPA II, and in accordance with the formats and plan as presented by the European Commission, Bosnia and Herzegovina must prepare sectoral planning documents (SPDs) covering IPA II 2015 – 2017 programming period. National IPA Coordinator (NIPAC) coordinates the process of preparation of SPDs, in accordance with own responsibilities and competencies.

Bearing in mind the priorities as outlined in the National Strategic Document for IPA II 2014 – 2017, Bosnia and Herzegovina must prepare, as a priority, SPDs for the following sectors:

1. Democracy and Governance (Public Administration Reform, Public Financial Management, Statistics),

2. Justice and Fundamental Rights (Judicial Efficiency and Independence, Access to Justice, Quality Enforcement of Criminal Sanctions, Protection of Basic Human Rights),

3. Law Enforcement (Combating Organised Crime and Corruption, Cooperation between Police Agencies and Prosecutors’ Offices, Combating New Forms of Crime, Integrated Border Management, Illegal Migration, Asylum).

Drafting of SPDs is also planned in other areas and sectors in the coming period.

In planning, programming and the use of EU assistance, NIPAC also holds consultations with civil society, in addition to consultations with government institutions, all in accordance with the EU regulations for IPA II.

In this regard, NIPAC is extending its invitation to all civil society organisations, as well as other interested stakeholders, to express their interest in participating in the consultation process for the above-listed sectors. Based on the quality of submitted applications, NIPAC will contact selected participants (3 to 4 applications) in the coming period. Please note that NIPAC does not cover for any costs of participation of selected participants. English is the official language in processes related to the use of IPA II funding; therefore, NIPAC will not provide translations of any documents into local languages or interpretation in meetings.
