OHR/EUSR Reaction to the RSNA conclusions

The RSNA conclusions contain nothing that the International Community has not already reacted to.

The existence and status of the Entities are guaranteed by the Constitution of Bosnia and Herzegovina.  Such existence and status cannot be changed unilaterally, not by RSNA or anyone else.


The State does not need the consent of the Entities to exercise its competencies under the Constitution.


Concerning possible withdrawal from past transfers of competencies, the PIC has clearly stated that no unilateral withdrawal from previously agreed reform is possible.


Decision on closure of OHR is up to the HR and the PIC SB and no one else.


As to the request the RS to be regularly informed by the HR, The HR has addressed the RSNA, has regular communication with RS leadership and is always ready to communicate. 


This country would be more functional and prosperous if the political representatives spent their time and effort on making progress on European integration.
