Efficient, transparent and service oriented public administration in BiH, aim of an EU project

The opening Conference of the EU funded project “Training in Administrative Procedures” was held today in the building of BiH Parliamentary Assembly.  

The aim of this project is to contribute to building an efficient, transparent and service oriented public administration through training of public officials who manage administrative procedures and public administration inspectors at all levels in BiH.

Project foresees training on efficient supervision of administrative procedures and decision making process within public administration for up to 1500 managers of administrative procedures and inspectors at BiH, BiH Federation, Republika Srpska and Brčko District BiH levels. Project implementation is in line with the objective from Revised Action Plan 1 of Strategy for Public Administration Reform, in regards to the field of administrative procedures and administrative services.

Severin Strohal, Head of Operations Section for Justice and Home Affairs and Public Administration at the EU Delegation to BiH said on this occasion: “Countries aspiring to become a member of the EU must demonstrate that they have an administrative and judicial system that is capable of ensuring the implementation of EU rules and regulations. These include the separation between politics and administration, the existence of a professional and impartial civil service, and an effective management of public funds. BiH has a long way to go in this regard. It is for this reason that the EU remains strongly committed in working together with BiH in improving the quality of its civil service.”

“Having in mind the observed irregularities in the application of existing laws on administrative procedures and the Law on general administrative procedure in practice, we expect that this project will bring significant improvements not only in the realisation of the rule of law in the area of administrative decision-making process, but also increase satisfaction of administrative services users. For citizens and businesses, this means exercising the right to an administrative procedure that implies properly established facts, eliminating the practice of administrative silence, reducing the cost of administrative procedures and resolution of cases within  foreseen deadlines. On the other hand, it would help the government as well, since we expect that better management of administrative procedures will reduce the number of appeals and the budgetary costs“,, said Semiha Borovac, Public Administration Reform Coordinator.

Experts on the project will, through interactive trainings for public officials, in a proper way transfer and bring expertise and best practices in the implementation of the laws on administrative procedures. Team leader of the project, Edmond Miletić, talked about the project activities, trainings and themes which will be covered during 18 months of project’s duration, while the Key Expert on the project, Prof. Dr. Stevan Lilić, talked about administrative procedures.

Main beneficiaries of the project are BiH Ministry of Justice, BiH Federation Ministry of Justice, RS Ministry of Administration and Local Self-Governance, as well as Office of the Mayor of Brcko District BiH. The project also foresees indirect involvement of 41 Ministries on the level of BiH and both entities, 9 departments of the Brcko Distrtict BiH Government and 84 cantonal ministries in FBiH.

The EU funded this project in the amount of 700.050 EUR from IPA 2012. The project started in November 2013 and will last until May 2015. The project is implemented by a consortium led by the European Consulting Group from Belgrade (ECG) in cooperation with Human Dynamics. The main project partner is the Public Administration Reform Coordinator’s Office (PARCO).
