Official launch of the project “Strengthening of the Metrology System in BiH”

The project “Strengthening of the Metrology System in BiH” was presented on 12 January 2010 at the premises of the EU Delegation to BiH. This project is funded by the European Union through IPA 2007 program in the amount of 1 million euro and will be implemented by the consortium led by Hulla & Co. Human Dynamics KG.

The main objectives of the project are development of the quality infrastructure in BiH in line with the Stabilisation and Association Agreement and the creation of an enabling environment for BiH industry and manufacturers to improve their trade and industrial relations with the EU and international markets.

„The project is focused on the three main components. The first component is the improvement of the legislation framework in order to fulfill the obligation of harmonising the legislation wih the EU. The second component is the improvement of the national metrology infrastructure and the third is the strengthening of the institutional capacities of the metrology system“ stated in his opening speech Johann Hesse, Head of Operations Section II in the EU Delegation to BiH.

Speaking of the importance of the project, Hesse emphasised: „The EC Progress Report for 2009 stated that the progress made in the metrology sector was limited, that the development of infrastructure and application of international standards were required. The development of a metrology system is vital for BiH to provide stable quality products, monitoring and a guarantee for the trade correctness between BiH and its European partners. The integration of BiH into the European metrology infrastructure regime is important for the development of the international competitiveness and economic development of BiH. That is why the metrology system is an important segment for the compliance with the European standards and directives. The necessity and importance to gradually achieve conformity with the European technical directives, standardisation, metrology, accreditation and conformity assessment procedures, are emphasised in the principles, priorities and conditions contained in the European Partnership with BiH and in the Stabilisation and Association Agreement. ”

Expressing the hope for a more positive EU assessment in the forthcoming period, Hesse stated: “I hope that the next Progress Report for 2010 will be more positive. That is why we count on you in the implementation of this project and hope that we will all give our contributions in order to speed up the European integration process.”

At the presentation of the Institute, Zijad Džemić, Executive Director of the BiH Institute for Metrology , spoke about the Institute,  its development, achievements and results as well as of the tasks needed to be carried out in order for the Institute to become a part of the European Metrology System. Presentation of the main contents and benchmarks of the Project was made by Dusan Kordik, Team Leader.
