Introducing new methods of financial control in BiH’s public sector

The  two-year project “New Public Management”,  funded by the EU,  aims to introduce a new concept of public management, yielding the end result of a more efficient public administration that meets the highest standards of transparency for all citizens,  both  users and taxpayers.


Introduction of Public Internal Financial Control (PIFC) in the public administration by this project will bring BiH a step forward in the EU accession process and in fulfilment of the requirements assumed under the Stabilisation and Association Agreement.


“This project  intends to strengthen internal financial control mechanism and standards that you have in place in institutions of BiH on the state and entity levels. Of course this is in many ways a very technical process that should be put in place through the audit, procedures, methodologies, but the reason why it really matters is for citizens of BiH. Ultimately because of that it helps to ensure that as a taxpayer you are much more likely to get a good service and wise use of funds “, said Severin Strohal, Head of Section Operations for Justice, Home Affairs and Public Administration Reform in the EU Delegation to BiH.


“This project is in the early stages when it comes to implementation, through which we expect a big benefit. The concept of public internal financial control will be designed so that the funds of taxpayers are used in a more transparent and accountable manner, ” said Ante Krajina, Minister of Finance of the Federation of BiH.


The project is managed by the Central Harmonization Unit (CHU) of the Ministry of Finance of the Federation of BiH, while the direct beneficiaries are all institutions which are spending public funds from the state level to local governments.
