Developing EU-aligned electricity legislation

The results of the project Development of an EU acquis-compliant electricity legislative framework in Bosnia and Herzegovina were presented to representatives of the electricity sector institutions and key stakeholders in Bosnia and Herzegovina at the workshop held in the Hotel Blanca, Vlasic, on Thursday and Friday, 11-12 July 2013.

Political Advisor to the European Union Special Representative in BiH, Ms. Amila Ibricevic, welcomed participants stressing the importance of this project for European integration of Bosnia and Herzegovina. The Energy Community Secretariat Deputy Director, Mr. Dirk Buschle, presented the views of the Secretariat on the current status of implementation of the acquis in Bosnia and Herzegovina. Later on, speakers from the Consultant Team presented various aspects of the Third Energy Package that awaits transposition into domestic legislation and consecutive implementation. It is important obligation of Bosnia and Herzegovina as a Contracting Party to the Energy Community Treaty.

The most important aspects for the electricity legislative framework in Bosnia and Herzegovina were addressed, such as unbundling of transmission system operator, distribution systems operators, and suppliers, as well as international cross border exchanges. The High-Level Electricity Market Model was presented as well, as developed by the Project Team, covering the fields of the highest importance for further alignment of the legislation with the EU acquis. The presentations were followed by roundtable discussions.

The EU funded Project Development of an EU acquis-compliant electricity legislative framework in Bosnia and Herzegovina deals with preparations for alignment of the energy-related legislation in Bosnia and Herzegovina at the state, entities and Brcko District levels. It promotes further electricity sector reforms in line with requirements of the Energy Community Treaty and Stabilisation and Association Agreement between Bosnia and Herzegovina and European Union. The project worth 1.3 million Euro is implemented by the AAM Consulting Ltd. as the leader and the Estonian Competition Authority as the partner.
