Certificates awarded to BiH civil servants successfully completing training in administrative procedures

Capacity building for the group consisting of twenty managers of administrative procedures and public administration inspectors from BiH institutions, implemented throughout the EU project „Training in Administrative Procedures in BiH“ was successfully completed on March 30 in Sarajevo.

The interactive training, which lasted for six days, offered the opportunity to learn practices in the implementation of the Law on Administrative Procedures to the civil servants.  The training sessions started in November 2013 and the project will continue with further implementation of trainings until August 2015. The training cycle will continue with capacity building provided to three more groups from Sarajevo, four groups from Mostar and six from Banja Luka and is foreseen to lead to an output of around 1500 civil servants trained at all levels in BiH.

Mr. Melvin Asin, Head of Cooperation at the EU Delegation to BiH, awarded certificates to the participants and emphasized that public administration reform has been recognised as a key challenge in Bosnia and Herzegovina. „Reforming the administration and training its staff, such as through projects like this one, is an indispensable part of the integration process. Much remains to be done, to provide the citizens of BiH with an effective , transparent and accountable public service, and also to ensure that the country is equipped to address the challenges of the EU accession process,” Mr. Asin said.

Furthermore, he added that public administration has the duty to provide services to citizens and businesses through better administrative procedures and government services.

„The intention of support by the EU Delegation is evident and we will try to further support project training activities such as these that have been implemented over the past year. It is now expected of the new governments in BiH to make the best use of the assistance and support offered by the EU and to demonstrate real and tangible progress for the benefit of the country.”

The aim of the project, financed by the European Union under the Instrument for Pre–accession Assistance (IPA 2012) in the amount of 700,050 EUR, is to contribute to building an efficient, transparent and service oriented public administration through training of public officials who manage administrative procedures and public administration inspectors at all levels in BiH.

The project is implemented by a consortium led by the European Consulting Group (ECG) from Belgrade in cooperation with Human Dynamics and the main project partner is the Public Administration Reform Coordinator’s Office (PARCO).
