Strategic Planning in Police

With the last training on the “Social Environment Oriented Statistics and Analytics in Strategic Planning” held in Banja Luka from 17 to 19 December 2013, the EU Support to Law Enforcement Project has finalized activities on strategic planning in police.
“The Project has analyzed specific areas of police work and recognized the importance of strategic planning and analysis of capacity of the police in the Republika Srpska and Brčko District”, said Darko Lesjak Long Term Expert.

Six workshops were organised from October 2012 to December 2013 in which representatives of the Ministry of Interior of Republika Srpska and Brčko District Police worked with the international experts on improvement of strategic planning and analysis.

“Our previous plan included six strategic goals which are now mostly implemented. The result is decrease of crime rate in Brčko by 40%. Through the development of strategic objectives and their implementation, we significantly improved the security situation in Brčko District”, said Halid Emkić, Spokesperson of the Brčko District Chief of Police. 

Ministry of Interior of Republika Srpska is of the opinion that the project helped improvement of the Action Plan that follows the Directions of development of the Ministry. The development of an application as an ongoing activity will enable precise defining of strategic goals and tasks and greater discipline in implementation.

“We expect to have a trial beta version of application in early 2014 to be followed with the launch of the final version; preparation of the final user and application instructions, and personnel training. I expect the functional application for annual planning to be in place by the end of the next year”, said Dmitar Vračar, Head of Strategic Planning and Development at the RS Ministry.

“Strategic planning offers a true assistance in the police work. The application is of assistance to the management and every police officer on the field as it enables regular monitoring of implementation of the goals, and programmes, tracking data, etc. on a one or five-year basis”, said Tadeja Kolenc, Police Adviser and Head of Planning and Analysis Section of the Slovenian Ministry of Interior.
