Presentation of project results of the EU support to the BiH Judiciary

The High Judicial and Prosecutorial Council of Bosnia and Herzegovina (HJPC BiH) organised a conference on 4 September 2012 in Sarajevo to mark the completion of the project “Support to the BiH Judiciary” funded by the European Union through the Instrument for Pre-Accession Assistance (IPA 2009).

The results achieved and activities implemented by the HJPC BiH within this project were presented at the Conference, as well as future EU assistance programmes for the continued support to the judiciary of Bosnia and Herzegovina.

Thanks to this project, technical conditions for prosecution of war crimes cases in courts throughout BiH improved, and awareness of the BiH judiciary raised on the necessity for adequate application of witness protection measures in these cases. Also, positive trends have continued in business process automation and informatisation of the judiciary through further development and improvement of the CMS functionalities. The software for electronic submission of small claims and enforcement cases has been developed and the capacities of court bailiffs throughout BiH, enhanced through their training and supply of technical equipment.

In his opening address, President of the HJPC BiH, Mr. Milorad Novković, expressed sincere gratitude to the European Union on behalf of the entire BiH judiciary for its lasting support to the judiciary in BiH saying that: “I believe that this support will contribute to the approximation of the judiciary of Bosnia and Herzegovina to the standards of modern judicial systems in the European Union.” Speaking about the results of the project, Mr. Novković was quoted as saying: “The results of this and other projects implemented by the HJPC BiH with the support of the European Union represent important steps in ensuring an independent, impartial and professional judiciary in Bosnia and Herzegovina, equal access to justice and equality of all citizens before the law”.

Head of the Operations of the EU Delegation to BiH, Mr. Holger Schroeder, said on this occasion “We consider the project as a success in our cooperation with the High Judicial and Prosecutorial Council of Bosnia and Herzegovina and we are convinced that it has contributed to our common goal of providing better court services for the citizens of this country.”

The Conference was attended by about 100 participants, court presidents and chief prosecutors of all courts and prosecutor’s offices in Bosnia and Herzegovina, the Minister of Justice of BiH and representatives of entity ministries of justice.
